Scott Gillingham is focused on practical leadership, long-term thinking, and moving Winnipeg forward on the issues that matter most.

Before coming to City Hall, Scott played junior hockey, worked as a Manitoba Hydro lineman, and spent more than 20 years as a pastor. Those experiences shaped how he leads: listen first, work with people, and keep moving forward. As Mayor, he’s focused on delivering real progress — more homes, safer streets, stronger infrastructure, and a growing economy that gives Winnipeg families more opportunity.

Delivering results for Winnipeg

  • Progress on long-delayed projects

    • After 20 years of delays, the North End sewage treatment plant is under construction.

    • After 30 years of uncertainty, Portage Place is being redeveloped into a hub for health, housing, retail and community services.

    • After 40 years of debate, the walls came down at Portage & Main and it’s being used by thousands of pedestrians every day.

  • Record amounts of new housing

    • Winnipeg has seen more new housing starts since 2022 than any four-year period in city history.

    • In 2025, more than 1,000 new residential units were permitted downtown — the highest ever.

    • Over the past four years, the City has helped fund more than 2,600 affordable homes, the biggest surge in affordable housing in 50 years.

  • Innovating on public safety

    • The new Community Safety Team is patrolling buses and transit stops throughout the city.

    • Through the Safe Winnipeg Initiative, police, fire, paramedics, DCSP, and other agencies are sharing data and coordinating responses to safety issues.

    • More police, firefighters and paramedics have been hired to serve a growing city.

  • Lowest property taxes in Canada

    • Winnipeg has the lowest municipal property taxes of any major city in Canada.

    • Over the last four years, Winnipeg’s property tax increases have been the third-lowest in the country.

    • Even when factoring in utility and service fees, Winnipeg operates at a lower cost per capita than any other city in Canada.

  • Record road spending

    • Winnipeg budgeted $624.1 million over the past four years for road renewal. That's the biggest four-year period for road repairs ever.

    • Over the next six years, we’ll invest $1.1 billion into fixing roads, bridges, sidewalks and back lanes — another record.

    • A new road safety unit is ensuring streets remain safe for drivers, cyclists and pedestrians.

  • Improving customer service

    • Average 311 wait times are down from over 11 minutes in 2022, to less than two minutes today.

    • New Neighbourhood Action Teams are tackling the to-do list of outstanding maintenance issues in communities across the city.

    • Dozens of permits have been eliminated to help reduce red tape for homeowners and homebuilders.
